Strategic Plan for Action Against Poverty (AAP)
The Strategic Plan of Action Against Poverty (AAP) serves as a guiding framework to steer the organization towards its mission of ending poverty through empowerment, collaboration, and sustainable use of local resources. It outlines the vision, objectives, strategies, and mechanisms that will enable AAP to deliver lasting impact to communities in Tanzania.
The plan begins with a clear background, describing the legal status, governance structure, ongoing activities, and target groups. It emphasizes AAP’s mission of promoting self-esteem, self-reliance, and collaboration, as well as the core values of integrity, accountability, human dignity, empowerment, sustainability, and partnerships.
Through a situational and stakeholder analysis, AAP identifies its internal strengths such as committed leadership and strong community ties, while acknowledging challenges like limited financial resources and donor dependency. The analysis also highlights external opportunities, including emerging funding channels and technology, alongside threats like policy changes, competition, and climate change. This analysis ensures that the plan is both realistic and forward-looking.
The strategic direction sets out the organization’s long-term goal: to build a society with the capacity to address social and economic challenges. To achieve this, AAP outlines four specific objectives:

Engaging and supporting smallholder farmers and marginalized groups to organize into production and marketing groups.

Encouraging communities to integrate economic governance, gender equality, environmental sustainability, public health, peace, justice, and technological innovations into their daily lives.

Each objective is supported by strategies and action plans, ranging from facilitating group formation and strengthening market linkages, to introducing appropriate technologies and building entrepreneurship skills. Special focus is given to knowledge management as a foundation for mindset change, seen as essential for unlocking long-term transformation.
To ensure accountability and progress, the plan includes a detailed Monitoring and Evaluation (M&E) framework, guided by measurable Key Performance Indicators (KPIs). These KPIs track tangible outcomes, such as the number of groups formed, adoption of sustainable practices, increases in household income, and the level of knowledge sharing across communities.
The plan further emphasizes communication, implementation, and review mechanisms. It ensures that the strategic plan is shared with both internal and external stakeholders, implemented in alignment with AAP’s Monitoring, Evaluation, Accountability, and Learning (MEAL) framework, and regularly reviewed to adapt to new challenges and opportunities.
